Menomonee Falls Trustee Candidate Calls for More Privatization of Village Services as Costs for an Average Employee Reaches Nearly $85,000 a Year
Menomonee Falls - In documents recently released to the public by the Menomonee Falls Village Government through an open records request, it has been revealed that the average annual cost to employ individuals to provide services such as grass mowing, picking up Christmas trees, street sweeping, brush pick up, park shelter restroom cleaning, leaf pick up or trimming shrubs and trees has reached nearly $85,000 a year per employee on average.
In learning of the revelation, Village Trustee Candidate Jefferson E. Davis commented:
"This trend can not continue and it is unsustainable as has been witnessed with what has happened to GM and Chrysler over the last few years as they have been bailed out by the taxpayers for extremely high salary and benefit employee costs.
Residents expect and deserve good services for what they pay in high property taxes.
Every effort has to be made by the Village Board to provide good services at an affordable cost.
These high costs are not the reflection of individual employees, but a system that has gone on too long without a proper check and balance.
$85,000 a year per average employee to provide basic services is no longer affordable when much more efficient and less costly options are available.
Village employees currently pay a very small portion for their benefits.
It's my understanding from reviewing the Village documents that the average employee who provides these services can make a base salary of $52,000 with an additional $23,000 for health and dental along with pension and social security benefits at $9,698.
These costs do not include the unused sick leave lump sum cash payouts for employees when they retire that average an additional $30,000-$40,000 per employee at retirement.
Unused sick leave lump sum cash payouts totaled $434,000 in 2009 alone bringing the total from the early '90's to nearly $3 million with another $2 million on the books that is an unfunded liability.
The Village Board established a new policy in 2009 for Village retirees to get free health care for 2 years in retirement that will cost taxpayers an additional $200,000.
A recent statewide survey of 452 communities by 3 University of Wisconsin Extension professors (http://lgc.uwex.edu//program/pdf/factsheet2.pdf) shows that many communities are making the transition to the private sector for providing municipal services.
Some private sector services in the study provided for municipalities include street sweeping, snow plowing, horticultural efforts, brush pick up, utilities, park maintenance, etc.
Menomonee Falls has been successful in transitioning to the private sector for Village services such as boulevard maintenance, assessor's office, home inspection, garbage pick up, etc.
More can and should be done with the private sector to provide good services to lower property taxes.
Taxpayers are now being asked to build an $18 million (with interest) public works garage.
I believe we should put that project on hold until more information can be gathered to see if it is feasible to move more Village services to the private sector before we ask taxpayers for $18 million more dollars for something that we may not need with money that we do not have to impress people who really don't care."

Outsourcing: Sure. My business is based on oursourcing. So, what's the cost/benefit arguement for outsourcing street sweeping? Seems to be a rather lazy arguement.

As usual, Jeff fails to give all of the information again. The new public works garage and the retiree benefits will both SAVE MONEY for the village over time.
Jeff omits a lot. For instance, as recently as 10/29/2009, he was required to FORFEIT $750.00 for failing to report his 2004 CRIMINAL CHARGES and 2005 CONVICTIONS to the State Insurance Commissioner as required by the Wisconsin Administrative Code. This matter involved the 3 FELONY CHARGES and 26 OTHER VIOLATIONS that Davis racked up during his last partial term on the board. These charges resulted in a PLEA BARGAIN with the DA to avoid POSSIBLE JAIL TIME and led to Jeff’s forced RESIGNATION from the board. These charges were all DIRECTLY RELATED to Jeff’s past political career in the Falls.

It is amazing that Jeff got off so easily. Given the large amount of money that turned up “missing”, you would think jail time would have been appropriate. My best guess is that he was such an embarrassment to the party that they just wanted him out of office ASAP. They failed to foresee that Davis would be unrepentant and become a perennial (albeit unsuccessful) candidate for office.

Classic Jeff behavior there. We can now add pilfering bottled water to the list (ranks pretty low compared to his other issues, but it is symptomatic of the overall problem).
I'm fairly certain that the window peeping is a part of Jeff's ongoing efforts to add folks to his enemies list. He has consistantly attributed his legal and other problems to plots against him and refuses to take responsibility for his actions. The State Insurance Commisioner, the Waukesha DA, The Menomonee Falls police department and 83% of the voters in the village are all part of the plot in his mind.
It's high time that Jeff realizes and acknowledges that his own actions have caused his problems. I believe he owes the citizens a public apology. Unfortunately, I don't think that will ever come. This is the guy that had the gall to walk right out of the DA's office after signing a plea bargain and begin trumpeting his record of accomplishments in preparation for another run for office!!

The most recent news article in Germantown Now that appeared Saturday March 13th points this out. While one frets over an "averaged cost" of $85,000 per employee in Menomonee Falls Village management, the Germantown School Board is looking to save $475,000 by eliminating 2.5 teacher positions. Please, do the math. I remember a local retired MFHS teacher telling me how well off he and his wife's individual investments allowed them to live very comfortable lives after retiring from the local public education system. I don't doubt that they were very careful in their budgeting and spending, which is a commendable thing. But, it is a well known fact that the teachers union is powerful and adept at keeping their wages and especially their benefits high.
If one wants to consider buildings why not focus on what the local school board is running up against in attempting to generate cost savings with the downturn in student population and the number of empty school buildings in the village. Why not try being a little less obvious in these persistent attacks on village management and come up with a reasonable solution in addressing all areas of the village.

Regardless, it would be wonderful if we could focus on making positive change in the village.
